It uses a rubber impeller to suck raw water (which could be seawater, freshwater, or whatever combination of the two the boat is floating in) into the engine's open or raw-water cooling circuit. In the event of a seal failure, these pumps may leak either raw water, oil, or both, depending on the pump's design and a drive mechanism (some pumps are powered by a gear in the engine, while others are driven by a belt).
